Luigi

As always, the brother of Mario gets into the shadow. He was nerfed a lot since Mario Kart DS. Even though he gets a nice weight boost, he basically doesn't get anything else.

Luigi gets a minor speed boost. Note the "minor" there. A hidden character just rules over him.
